I like the shiny animated effect! Nice surprise! And it's a plus to the design too, I don't see that many glitter on designs nowadays. I keep staring at it.
I like what you did with the stripes on her dress, I wouldn't come up with that (neither the glitter and those things in her hair).
I feel the grey background line is not needed, or too thick. The light on her tail feels not needed either.
And I suggest for the skin shadow a little darker! I barely see she has some shadow there.

Other than that: nice design!
